WoW Forever Rogue Leveling Guide: Specs, Mutilate, and Playing Without a Group Finder

Updated September 25, 2026: World of Warcraft: Forever launches November 4, 2026, with a level 1 to 60 cap, no flying mounts, and no level scaling. Rogues get three specs, four new talents including Mutilate, Venom, Cutthroat, and Thousand Cuts, and no new race and class pairing, which makes them one of only two classes without a fresh race option.
Build-stamp notice: Forever is in beta until October 21, 2026, and trees change between builds. Talent claims here are dated to pre-release captures and are not a level 60 balance claim. No point-by-point build is published, on purpose.

Choose your spec first
Rogue is the class where the three specs are least interchangeable in early levels. Classic Rogue veterans often start on whichever spec they levelled in 2004 and are then surprised by how differently the others play in Forever's trees.

Assassination is the best first spec for almost everyone. It has the easiest solo experience, the most forgiving opener, and the least to go wrong while you are learning. Combat is the better pick if you want a straightforward melee that does not depend on positioning, and Subtlety is a spec to move to deliberately rather than discover.
What actually changed for Rogues
Forever keeps Classic-style rows and the 11, 21, and 31 point milestones, plus a new 16 point milestone. Blessing of Kings and Divine Spirit are baseline now, removing the old Blessing of Might shopping that Rogues used to need.
The comparison transcription lists eleven Rogue entries, four of them new talents, which is a higher share of additions than most classes.

Improved Expose Armor is the one that will generate arguments, because it was a default pick for years and is now conditional. Treat any build guide written for Classic Rogue as out of date, especially anything involving Expose.
No new pairing, and what that means
Forever adds six new race and class pairings: Gnome Priest, Human Hunter, Dwarf Shaman, Orc Mage, Troll Warlock, and Forsaken Paladin. Rogue is not on that list, which makes it one of only two classes without a new race option in the launch content.
Two consequences worth knowing. First, there is no new race and Rogue pairing to build a fresh character concept around, so race choice is about existing racials rather than novelty. Second, the wider racial list still matters, and our reference has it side by side.
Rogue is one of the four classes both Skyborne factions can play, though. If you want a paid race and a fresh look, Skyborne is open to you, unlike Shaman, which is Horde-locked, or Priest, which is not offered at all.
Stealth, lockouts, and grouping
There is no group finder and no Meeting Stone summon in Forever, so group formation is manual. That interacts with Rogue more than with most classes in one specific way: the Looking For Group browser organises but does not teleport.
- Nothing stops you from flying in to a boss and stealthing on arrival. You have to walk there, and the walk is where groups form.
- Trap and stealth utility is more valuable when someone has to physically assemble. A Rogue who is already at the door with a trap set is contributing before the pull.
- Classic-style lockout rules apply. A rogue who pulls an entire room past a boss is solving a problem the group cannot see, which is exactly the value a tank provides and also exactly how rogues get kicked.

Blackmaw Hold at 55 to 60 is the most interesting Rogue band because its tunnels lead toward the Barrow Deeps, and the Barrow Deeps is a ten-player max-level raid that unlocks on December 9. A Rogue who has already learned that dungeon in the month before raid unlock is ahead of the curve.
Respecs and experimentation
Respec costs dropped to one silver during beta on September 24. Rogue is a strong candidate for using that early, because Mutilate alone may change whether a two-handed or dual-wield approach is viable, and that is not something to reason your way to from a guide.
Season of Discovery class quests return to Forever, and a Rogue finishing that chain before leaving the starting zone is a reasonable use of the first few levels, particularly if you want to test assassination openers on something that will not fight back.
