WoW Forever Priest Leveling Guide: Specs, Penance, and the Shadowform Change

Updated September 25, 2026: World of Warcraft: Forever launches November 4, 2026, with a level 1 to 60 cap, no flying mounts, and no level scaling. Priors arrive with three specs, one of the most changed talent sets in the game, and a new Gnome pairing. Penance, Divine Aegis, Prayer of Mending, and a much larger Shadowform all appear in the comparisons.

Choose your spec first
Priest is the hardest first class in Forever to pick casually, because the three specs play three genuinely different games and the differences are larger here than in most classes.

For a brand new character, Holy is the pick. It levels fastest of the three, groups want it immediately, and it teaches you the class without punishing you for not knowing it. Discipline is the strongest endgame identity but the worst first-character experience, and Shadow is a fun damage spec that quietly needs a healer in the group anyway.
What actually changed for Priests
Forever keeps Classic-style talent rows and the 11, 21, and 31 point milestones, plus a new 16 point milestone. Blessing of Kings and Divine Spirit are baseline now, removing the old mandatory Spirit blessing shopping.
Priest carries eleven entries in the Classic-to-Forever comparison, and the density of later-era design here is the highest of any class except Druid.

That is four substantial additions in eleven entries. Priest is the class most changed by the transition, which cuts both ways. It is now more interesting, and it is also the class where beta knowledge is least transferable from Classic.
Why Shadowform is the headline
Classic Shadowform was a straightforward cooldown that traded healing throughput for damage. The comparison describes the Forever version as a much bigger transformation, and that is the single item most likely to make experienced Priest players arrive with a plan that no longer fits.
The practical consequence is a class where your beta experience is worth less than usual. If you have a Shadow Priest in an alt character, treat it as a new spec rather than an old one, and use the cheap respec window to test rather than to optimise.
Gnome Priest and why Skyborne is out
Gnome Priest is one of the six new race and class pairings in Forever, which makes Gnome a genuine consideration for a Priest main. It is the one new pairing that touches this class.
Skyborne is not an option, and the reason is specific rather than general. Skyborne picks a faction at character creation and offers a restricted class list: Horde-aligned Skyborne gain Shaman, Alliance-aligned Skyborne gain Mage, and both can play Warrior, Hunter, Rogue, or Druid. Priest is not on that list. A Priest who wants a paid race has to look at the existing race list instead.
That is a meaningful difference from Hunter and Warrior, where Skyborne is genuinely open. If you are a Priest and you were pricing up the Heroic Pack on the assumption of getting the race, that assumption does not hold.
Dungeon order by level band
Dungeons are optional in Forever. There is no group finder and no Meeting Stone summon, so a healer is worth a great deal to a forming group and you should expect to be asked to run rather than searching for a run.

The genuinely useful stretch for a healer is the mid-30s to mid-40s, where the Riverglades carries more than 150 new quests and Krol'dok Stronghold spans fifteen levels. That is a lot of content to group through, and groups forming in a zone that busy are the ones that need a healer.
Respecs and experimentation
Beta testing dropped respec costs to one silver on September 24, and Priest is the class that most benefits from using that. Shadowform alone is a large enough change that respecping is a reasonable first action rather than a last resort.
Season of Discovery class quests return to Forever, giving a Priest an early chain that is worth doing before you settle, particularly for Holy where the throughput feels different from Classic without an unkillable boss to test on.
